| Richard A. Harrison is a
Phi Beta Kappa graduate of Stetson University (B.A. 1983) and an honors
graduate of the Stetson University College of Law (J.D. 1986), where
he served as Articles & Symposia Editor of the Stetson Law Review.

Mr. Harrison
served as President (2000-01) of the Stetson Lawyers Association
and currently serves as a member of the Board of Overseers for the
College of Law. The Board of Overseers counsels, advises and assists
the Dean of the College of Law and the President of the University
in the development of the program of legal education and of financial
and other resources. Mr. Harrison also serves as an Adjunct Professor
of Law (Water Law).
Mr. Harrison
is Board Certified in City, County and Local Government Law by The
Florida Bar Board of Legal Specialization and Education. He dedicates
his practice almost exclusively to the representation of local governmental
agencies.
Mr. Harrison
was admitted to practice in Florida in 1986 and is also admitted
to the bar of the U.S. District Court, Middle District of Florida
(1987), the United States Court of Appeals, Eleventh Circuit (1989),
and the United States Supreme Court (1990). His practice includes
litigation and appeals in both state and federal court, as well
as litigation before administrative agencies including the Florida
Division of Administrative Hearings (DOAH). He is a member of the
Eminent Domain Committee of The Florida Bar and previously served
on the Editorial Board of the Florida Bar Journal.
As general counsel
to the Hillsborough County Hospital Authority (1996-98) he was primary
counsel to the Authority on the highly publicized privatization
of Tampa General Hospital.
Mr. Harrison
represents Tampa Bay Water in a variety of matters including construction
litigation, contracts, procurement and bid protests, eminent domain
and inverse condemnation, permitting and administrative matters,
and defense of property damage and other claims. Among other things,
Mr. Harrison served as lead counsel in the successful defense of
a procurement protest involving Tampa Bay Water's $569,000,000 contract
for a 30-year desalinated water supply facility to be constructed
in Hillsborough County. He currently serves as lead trial counsel
in ongoing litigation arising out of the design and construction
of the seawater desalination facility. In addition, as eminent domain
counsel, he has represented Tampa Bay Water in the acquisition of
private property for a variety of water transmission pipeline projects.
Mr. Harrison
also currently serves as General Counsel to the Carrollwood Recreation
District, a special district in Hillsborough County, and has represented
the Hillsborough County Aviation Authority, the City of Madeira
Beach, the City of Plant City, Martin County and the Martin County
Aviation Department on matters of local government law and related
litigation.
In July 2003,
Mr. Harrison was appointed by the Board of County Commissioners
to the Hillsborough County Natural Resources and Landscaping Appeals
Board. In 2006, he was appointed to the successor agency, the Hillsborough
County Land Use Appeals Board, where he continues to serve.
In July 2004, Mr. Harrison was named to Florida Trend’s inaugural
list of “Florida Legal Elite,” a compilation of Florida’s
top lawyers selected by Florida lawyers. He received this prestigious honor again in 2005, 2006 and 2009.
